Street Law created the Housing Matters curriculum to educate high school students on housing discrimination and its impact on equal opportunity. The goals of these lessons are three-fold:
The curriculum consists of four lessons specifically written for use in the 10th grade Montgomery County, Maryland, national, state, and local government classes. The lessons comprise approximately two-weeks of high school instruction.
The lessons are available for free but should be tailored to your state and local laws and community resources.
In 1997, Street Law partnered with the Montgomery County (MD) Human Relations Commission and Montgomery County Public Schools, one of the largest school districts in the nation, to train teachers to integrate fair housing lessons into their standard curriculum.
The curriculum is a component of a broader Montgomery County, Maryland Fair Housing Initiative. In 1997, testing revealed that close to 59% of African Americans seeking to buy a home and over 40% of African Americans and Latinos seeking to rent faced some form of housing discrimination in Montgomery County. As a result of these dismal statistics, the County Council passed legislation including increased penalties and funding for testing and educational outreach.
Over the course of three years, Street Law trained 130 teachers who taught over 7,000 students, integrated the Fair Housing curriculum into a county-wide 10th grade government class, and broadcast an inter-school mock constitutional hearing on the Montgomery County Public Schools cable television channel. In 2000, the project received a Local Best Practices Award from HUD and a Montgomery County Partnership Award.
