The Jaan Tõnisson Institute–Civic Education Centre is the leader for civic education in Estonia.  The Centre participated in the Open Society Institute/Street Law Network Program from 1998–2002.  In 2001, they published two Street Law texts for secondary students in Russian and Estonian.
